The History of Stokvels
In the early 19th century, English settlers in the Eastern Cape held rotating cattle auctions known as “stock fairs”; these became known as “stokvels” by the locals who would pool resources to trade livestock.
Since that time stokvels have existed as voluntary groups of natural persons (members) bound by a common cause who pool financial resources for the benefit of the group.
The History of Nasasa
Prior to 1994, the indigenous people of South Africa were excluded from the mainstream economy. They were unable to own land, and so hindered from building physical capital and accessing credit. Stokvels became a key social-savings and credit mechanism, assisting black people to pool their capital. Stokvels also performed an important social function, allowing migrant labourers and displaced people the ability to form social networks.
In the late 1980s, the Apartheid government, recognising the power of stokvels, attempted to ban them. In resistance to this, Andrew Lukhele, Thabo Sithemjwa and Santy Mokgoatsane founded the National Stokvel Association of South Africa (NASASA) in 1988. They were later joined by Stephen Japp, and succeeded in attaining legal representation and protection for stokvels. Today NASASA is a representative self-regulatory body approved by the Registrar of Banks, with its members enjoying protection under the Banks Act 1990 (Act No. 94 of 1990).
In terms of this Act, a stokvel is required to be a member of NASASA or a similar body approved by the Registrar of Banks in writing. NASASA recognises its role as the sole stokvel association in South Africa, and so does not levy a membership fee.
